Sheboygan Human Rights Association acts on behalf of the rights and dignity of all people. The Association serves as the agency responsible for Head Start and Early Head Start grants. Head Start/Early Head Start offer pre-school education and family development services. It also manages the Growing Generations Child Care Center at 1500 Douglas Drive in Plymouth.
